Field monitoring and the inspection of river conditions and passage facility operations at Stanfield Canal, Feed Canal, Westland Canal, Maxwell Canal, West Extension Canal and Three Mile Falls Dam east bank adult facility are coordinated by the project with the fish facility O&M staff and various agencies involved in the fish passage/ flow enhancement efforts in the basin including multiple irrigation districts, Bureau of Reclamation (BOR), US Fish and Wildlife Service (USFWS), NOAA Fisheries (NMFS), Oregon Department of Water Resources (OWRD) and the Oregon Department of Fish and Wildlife (ODFW). The contract schedules and runs quarterly meetings with the Walla Walla River Operations Group to discuss issues related to existing and upcoming seasonal operations in the Walla Walla Basin. Invitations to these meetings are sent to local irrigation districts, local research project personnel, and state and federal regulating agencies, and the BPA COTR. The project also transports broodstock to program holding facilities. The project provides dates of trap operation and migrant trap and haul data. Three Miles Falls Dam is the major collection point for all adults returning to the Umatilla River. The main collection facility is located on the east bank and includes a holding pond, fish handling and sorting complex. Captured adults to be transported are directed to transport tanks for hauling. The east bank facility is manned 24 hours a day during the adult capture season. Permanent, on site housing is provided for watch personnel. The west bank at Three Miles Falls Dam does have an adult collection facility and a juvenile collection facility operated by the ODFW outmigration monitoring and evaluation project. However, the west bank at Three Mile falls Dam does not have the adult sorting capabilities. The west bank juvenile collection facility was designed as a sampling and evaluation station rather than a production trapping facility. The trap can be used for sampling during bypass periods but is ineffective for trapping and hauling anything but small numbers of fish. Because of the insufficient trapping capabilities at the site, the operation of the facility is closely coordinated with the Westland facility in order to minimize the number of fish captured at Three Miles Falls Dam. The Westland Canal juvenile facility is the major collection point for out-migrating juvenile salmonids. It is intended to be operated whenever Westland Canal is delivering water. During periods of inadequate flow, the facility is designed to trap fish, separate juveniles from adults, and direct them to their respective holding units. Juveniles and kelts can then be loaded onto trucks or trailers for transport downstream. Information collected at Westland include dates of both canal operation and facility operational modes. Because the majority of the fish are now bypassed at Westland juvenile facility rather than trapped, the facility is no longer manned on a 24 hour basis. | $107,196 | 21.57% | 01/01/2024 | 12/31/2024 |

Enumeration of all upstream migrant adults at Three Mile Falls Dam is either done by handling and sorting or by video monitoring. Data collected during adult trapping operations includes date, number of fish trapped, species, age and sex composition, as well as marks and disposition. Observations are also made of marine mammal damage, net marks, mechanical damage, and general fish condition. In addition, fork length and snouts are collected from a percentage of the fish with coded wire tags (CWT). During volitional migration periods, enumeration will occur by video camera. Data collected during volitional migration includes date, species, and number of fish moving upstream and downstream, jack or adult salmon, and wild or hatchery steelhead. General observations will be made such as time of movement and other species observed. Trap and haul operations are implemented during low flow periods which generally occurs from April through July. During low flow periods, salmon and steelhead are hauled upriver and released. Release locations are based on species composition, fisheries, and river conditions. Trap and haul activities also include the transportation of both salmon and steelhead to hatcheries for brood and outplanting. Data collected for each transport includes date, disposition, release location, transport unit, number and species hauled, pounds and species hauled (if applicable), and an estimate of mortality.
